The Challenge: Inefficiency and Ghost Workers in Gombe’s Civil Service

Prior to 2019, Gombe State’s workforce management was fundamentally broken. The government lacked the technological tools to answer basic questions: Who is on our payroll? Are they actually at work? Are we paying the right people?

  • Ghost Workers & Buddy Punching: Outdated, manual attendance registers allowed for widespread buddy punching, where colleagues could falsely sign in for absent workers. This, combined with outdated personnel records, created fertile ground for ghost workers to remain on the payroll.
