
Rabi Shuaibu Jimeta has been a member of the HCM Board of Directors since 2025. She is a seasoned public servant and policy strategist with over 40 years of distinguished service across Nigeria’s federal and state institutions. From 2020 to 2025, she served as Chairperson of the Gombe State Civil Service Commission, where she oversaw reforms in recruitment, performance evaluation, and governance standards that advanced the state’s human capital development
Previously, she was Federal Permanent Secretary in several key ministries, including Water Resources, Environment, Science and Technology, Special Duties under the Office of the Secretary to the Government of the Federation, and Youth Development. In these roles, she spearheaded policy innovations in climate change, research and technology, water resource strategy, and national youth empowerment. Earlier in her career, she served as Principal of the Women Teachers College in Kano, where she championed the advancement of women in education.
In addition to her public service career, Mrs. Jimeta has contributed to national boards and committees, including the Presidential Advisory Committee on Prerogative of Mercy, the Raw Materials Research & Development Council, and the National Commission for Refugees & IDPs. She is a Member of the prestigious National Institute for Policy and Strategic Studies (NIPSS), a Fellow of the Institute of Public Administration of Nigeria, and a member of the Institute of Directors.
Mrs. Jimeta holds an M.Sc. in Biological Sciences from Bayero University Kano, a B.Sc. in Zoology from Ahmadu Bello University, and a Postgraduate Diploma in Public Administration from ASCON.
