This transformative initiative represents a significant milestone for HCM and forms a core part of Gombe State’s broader public service reform agenda, aimed at enhancing transparency, accountability, and efficiency across the public sector—particularly in critical sectors such as healthcare and education.

Workforce Verification & Payroll Audit

The initiative commenced with a thorough biometric workforce verification exercise, covering all Ministries, Departments, and Agencies (MDAs), as well as local government areas. This audit utilized advanced biometric technology to identify and eliminate ghost workers, ensuring a more accurate and efficient payroll system.

  • Elimination of Ghost Workers:  Identified and removed non-existent or improperly listed employees from the payroll.
  • Verified Employee Database: Established a secure, digital database of active civil servants.
  • Enhanced Payroll Accuracy: Streamlined payroll processes based on verified attendance and employment data.

Biometric Attendance System Implementation

Following the successful verification phase, the Gombe State Government approved the implementation of TimeRite, HCM’s biometric attendance and workforce management system. This system aims to:

  • Automate Attendance Tracking: Replace manual registers with real-time biometric clock-ins.
  • Integrate with Payroll: Ensure payroll is based on actual attendance data.
  • Improve Accountability: Provide transparent and accurate attendance records across all MDAs.

The initial rollout will focus on critical sectors such as education and healthcare, with plans for phased expansion across the state.
