HCM Board and Management Conclude Inaugral Strategic Retreat in Gombe; Adopt 2026-2028 Roadmap Gombe, Nigeria

The Board of Directors and Senior Management of Human Capital Managers (HCM) held their inaugural physical strategic retreat in Gombe from February 6th to 8th, 2026. The summit, themed “Scaling Digital Workforce Solutions in Nigeria,” was led by Board Chairman Dr. Shuaibu Idris, and aimed to establish a formal roadmap for HCMโ€™s 2026โ€“2028 expansion.ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย ย 

Day 1: Operational Validation and Technical Oversight
The formal agenda commenced with a technical tour of HCMโ€™s operational hub at the Treasury House Gombe State. The delegation, including Board members Dr Shuabu Idris Hajiya Saudatu Mahdi MFR, Hajiya Rabi S. Jimeta, and Dr. Jazuli Lawal, inspected the organizationโ€™s core infrastructure. Led by Mr. Shamsudeen Ismail, Director of the Biometric Department, the tour focused on the end-to-end lifecycle of the HCM Biometric System, the live Complaint Logging System, and the specialized Biometry Repair Lab.
Following the inspection, a welcome dinner at City Star Restaurant fostered interpersonal synergy among Non-Executive Directors, the Senior Management Team, Communications Team and the Secretariat.

The focus shifted to high-level corporate strategy and aligning management with the Board’s vision. Anas Jibrin, Chief Strategy Officer, highlighted the importance of this alignment: “This retreat allows management to have better coordination with the Board of Directors needed to develop accountability metrics and KPIs that will help keep us on the right path. I am very hopeful that this is the foundational work needed to align management and develop a clear strategic roadmap for growth.”

Business Model (2026โ€“2028): The Board directed a targeted engagement strategy to advocate for HCM digital solutions across 50โ€“60% of relevant Ministries, Departments, and Agencies (MDAs).
Human Capital Alignment: An HR Consultant outlined a workforce strategy centered on digital skills and leadership depth.
Structural Distinction: The Board mandated a clear separation between the Limited Liability Company and the Hope, Compassion, and Mercy (HCM) Foundation to ensure specialized focus on both corporate and social impact tracks.
Hajiya Rabi S. Jimeta, a member of the Governing Board, described the sessions as instrumental: “We had an opportunity to interact openly on the prospects, progress, and challenges. Through this intellectual discourse, we have come up with resolutions that will ensure HCM grows steadily and maintains sustainability.”

Day 3: Financial Audit and Global Compliance
The final day focused on fiscal discipline and readiness for international partnerships. CEO Dr. Ismail Jibrin explained that the restructuring advised by the Board is far-reaching and designed to maintain a competitive edge.
“To go into 2026 in a stronger form, we are improving our bookkeeping and financial accounting by strengthening internal controls,” Dr. Jibrin stated. He noted the recommendation to appoint an Internal Auditor to provide real-time input on transactions. Furthermore, he emphasized the need for a dedicated legal expert: “HCM deals with many funders outside this country with their own guidelines. A dedicated legal expert to review these requirements is key.”
The Board also approved a standalone, fully empowered Communication and Marketing unit. According to the CEO, this unit will be “charged with the responsibility of not only educating the public but also educating HCM staff internally to carry out client services in a professional manner.”
Leadership Summary and Final Outcomes
The retreat concluded with the formal adoption of a three-year implementation roadmap and a comprehensive KPI dashboard. This Strategy Resolution ensures that every dollar of investment is backed by rigorous institutional discipline.
Reflecting on the purpose of the gathering, Dr. Idris noted that “failure to plan is planning to fail.” He emphasized that the retreat allowed shareholders and directors to review the journey so far and navigate the terrain ahead. “This strategic retreat has been quite revealing. We have added our own experiences, knowledge, and exposure with a view to making sure that we are building the company to last,” he stated.
Expressing his satisfaction with the depth of the sessions and the collaborative spirit of the participants, Dr. Idris added: “I had high expectations for this retreat, and I was not disappointed.”
Retreat anchor Dr. Jazuli Lawal provided the philosophical closing for the event, stating: “Strategy is not what we say; it is what we consistently do.” This underscores HCM’s departure from Gombe with a shared commitment to measurable results, global accountability, and sustainable growth.
